Position Summary

The University of New Mexico’s ECHO Institute is looking for a Program Manager to join our Global Health Initiatives Team (GHIT). This individual will work with ECHO team members and external partners to manage the planning, execution, and evaluation of global programs, including those under the ECHO Institute’s WHO Collaborating Centre for Digital Learning in Health Emergencies.

Your responsibilities as the Program Manager will include:

  •   Managing the operational planning, establishment, execution, and evaluation of global ECHO programs addressing multiple diseases, topics, and issues with partners mainly in Europe and Africa with potential for programs based in the Eastern Mediterranean, Southeast Asia, Latin America and North America regions as part of the overall mission, goals, and objectives.
  • Collaborating with the Strategic Support Manager and Global Health team to establish and implement robust project management and reporting frameworks to meet the deliverables of international awards and subawards outlining key elements and timelines, dependencies, and resources required to successfully execute each program.
  • Reviewing and ensuring knowledge of contract and grant agreements as it pertains to program deliverables and funder requirements. Manage and oversee the tasks ensuring that programming will meet contract and grant requirements, on time and to donor expectations.
  • Participating in stakeholder meetings, including governmental agencies such as the U.S. Center for Disease Control and Prevention and other funding partners, as appropriate to program objectives and area of expertise.
  • Meeting with funders and prime organizations to review status of existing programs and offer suggestions for continuous quality improvement, including data dashboard review.
  • Developing creative solutions to meet partner and Global Health team needs, leveraging ECHO’s existing technology platforms including Salesforce, Trello, Power BI, Box, Slack, and Zoom.
  • Overseeing implementation and continuous process improvement of ECHO program administrative and coordination processes including: IRB, CME, CPE, and CNE applications, mass email communications, program monitoring and evaluation, data entry, and day-to-day session planning and coordinating with participants, didactic presenters, and case presenters.
  • Identifying potential funding sources, including from CDC, HRSA, philanthropic organizations, and other funding entities.
  • Coordinating with the grants and finance team on successful program proposal submission, reporting, and other finance elements.
  • Supervising Program Specialist and/or Coordinator including work allocation and performance.

Examples of programs we and others run include infectious disease control (Hepatitis C, HIV), mental health and addiction treatment, literacy, math, climate mitigation and many more. 

Project ECHO is funded in part by philanthropic grants and gifts from organizations such as the GE Foundation, the Helmsley Charitable Trust, the Bristol Myers Squibb Foundation, the Merck Foundation, Robert Wood Johnson Foundation and the US Government.  Additionally, for programming benefitting New Mexico we receive support from the NM Legislature, the New Mexico Human Services Department and the New Mexico Department of Health.

We work with partners all over the world and work hours outside of normal business hours may be required. We are fortunate to have access to advanced technology, which will require some teleworking.

Conditions of Employment
Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • Experience working with partners and stakeholders (WHO, government agencies and development partners) in Africa, Europe and Asia to implement programming
  • French working proficiency is preferred
  • Excellent organizational and analytical skills with demonstrated project management skills
  • Familiarity with Project ECHO model and programming
  • Strong interpersonal and cross-cultural communication skills
  • Experience supporting technical program implementation and partner coordination
