Job Summary
Reporting to the VP of IT and Chief Information Officer, the Associate Chief Information Officer for Data Analytics provides leadership for the Office of Information Analysis, in alignment with the mission and values of the university. The position serves as a champion in creating a culture of data and evidence-based decision-making, and is responsible for advancing data, metrics, and recommendations to support executive decision-making, providing the University leadership with recommendations based on an analysis of trends, data, and student outcomes.
The position is also responsible for state, federal and other external reports for both the Academic and Health enterprises.
The position provides collegial leadership in the development and administration of effective practices for institutional research, information retrieval, and data analyses to meet campus needs.
Major Responsibilities/Duties/Critical Tasks
- Leads information analysis team in executing data collection, strengthening data systems and infrastructure, and analyzing data, evaluating programs, and generating insights.
- Integrates campus wide data sources such as enrollment management, finance, academic affairs, faculty, student affairs, and facilities management to promote decision-making, predictive analytics, and use by artificial intelligence (AI) applications.
- Establishes, implements, and maintains strategy, budget, policies and standards for an effective and comprehensive university data governance program.
- Actively fosters an engaging, productive, and welcoming culture to support all facets of work to advance the goals of the University.
- Partners with campus leaders, including but not limited to the offices of academic affairs, assessment & institutional effectiveness, and information technology, to develop and implement automated and efficient systems that monitor progress, assess effectiveness and outcomes of campus- wide initiatives, including the University's established mission and other initiatives related to effectiveness reporting, accreditation, and student academic progress.
- Establishes and maintains regular communications and positive working relationships with external agencies such as the Texas Higher Education Coordinating Board (THECB), UT System, and other reporting agencies, which allows UT Tyler to stay current with and proactively adjust to changes to reporting requirements, metric calculations, policies, and other elements.
- Effectively evaluates and manages contractors to deliver value for the University.
- Compiles, analyzes, models, and disseminates quantitative data on all facets of the university and related educational issues, such as institutional characteristics, enrollment, student persistence and retention, student transfer activities, enrollment projections, graduation, equity gaps, and other student performance indicators.
- Ensures that meaningful, appropriate and accurate data and supporting documentation is available to meet the decision-making needs and reporting requirements of all university divisions and colleges.
- Educates the campus community on institutional data resources, sound analytic and institutional research practices, manages existing and develops new data models, and provides decision makers and external agencies with official and transactional academic data.
- Supports assessments of programs and services, including surveys, national tests, data reports, secondary data sources, qualitative and quantitative analyses, and research designs to make recommendations for institutional improvements.
- Ensures appropriate state, federal, UT System, and other outside agency reporting requirements are met, as directed by executive leadership team.
- Supports development of systems for academic program reviews in partnership with Provost’s office.
- Conducts special projects/studies to address decision-making needs of University leadership.
- Serves as a resource for faculty-based assessment efforts in curriculum development and student learning outcomes.
- Other duties as assigned.
Required Education/Experience
- Master's degree in Information Systems, Computer Science, or a related field.
- Ten years of progressively responsible experience in data analytics and institutional research.
- Experience within a University or higher education agency.
- Experience using and implementing data management technologies and toolsets.
- May accept a combination of education and experience.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
This position is security-sensitive and subject to Texas Education Code Section 51.215, which authorizes the employer to obtain criminal history record information. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
