Project: Biomedical Research and Technology Centre (BioMedRTC): An Accelerator of Scientific Excellence towards Innovation Driven Economy in Bulgaria, Operational Programme: Research Innovation and Digitalization for Smart Transformation co-founded by the European Union

Location: Sofia, Bulgaria
 

The main aim of the BioMedRTC project is to establish a world-class Biomedical Research and Technology Centre, which will accelerate life and health science research and innovation (R&I) through the convergence of state-of-the-art technologies and advanced research directions. This centre is a joint initiative of leading research institutions in Bulgaria, Germany, and France: the Roumen Tsanev Institute of Molecular Biology in Sofia as the coordinator, with advanced partners Max Planck Institute of Molecular Cell Biology and Genetics in Dresden and Institut Curie in Paris. The BioMedRTC project will integrate molecular and cell biology technologies with approaches from the mathematical and physical sciences to advance our understanding of the molecular mechanisms of rare diseases and cancer, contributing to the development of novel diagnostic and treatment modalitiesBioMedRTC is seeking a motivated and responsible Legal Counsel, Public Procurement Specialist, to support the implementation of the project in its legal aspects, particularly in the area of public procurement.

Key Responsibilities:

  • Preparation and conduct of public procurement procedures
  • Organizes and prepares procurement documentation in accordance with the applicable legislation (Public Procurement Act) and relevant regulatory framework.
  • Prepares and publishes public procurement notices in the relevant registers and platforms.
  • Ensures transparency, equal treatment, and non-discrimination in the procurement process.
  • Compliance with legislation and internal procedures
  • Monitors updates and changes in the regulatory framework in the field of public procurement.
  • Applies the organization’s internal rules and procedures for conducting procurements.
  • Provides advice to the project team and management on public procurement matters.
  • Contract administration
  • Prepares draft contracts and ensures their execution in accordance with established procedures.
  • Reporting and accountability
  • Prepares reports on conducted public procurement procedures.
  • Ensures transparency and accountability to contracting authorities and funding institutions.
  • Risk management
  • Identifies potential risks related to public procurement procedures.
  • Proposes measures to minimize risks and ensure legal compliance.
  • Shares knowledge and supports colleagues on legal matters.
