Organizational Unit Overview
The Department of Parking and Transportation Services is an auxiliary service of East Carolina University. The department is within the Division of Administration and Finance and reports to the Associate Vice Chancellor for Campus Safety and Auxiliary Services. The Department strives to fulfill the parking needs of the University community by efficiently and effectively managing, planning, operating, and maintaining the University parking lots. Our staff is committed to accomplishing our goals through registration and enforcement procedures administered with the highest level of consistent and equitable service.
The Parking and Transportation department is responsible for the registration and identification of all vehicles operated by staff, faculty, students, and visitors who utilize University Parking facilities. The department is also responsible for enforcement of the ECU Parking and Transportation Regulations, and for the collection of parking fines issued when violations of the regulations occur. The department manages the maintenance of all campus parking facilities, parking equipment, and vehicles under their jurisdiction. Other responsibilities of the department include: working with external partners to facilitate vehicle rentals for ECU staff, faculty and students traveling on university business; providing parking and staffing for special events held on campus; and serving as an informational center for individuals visiting the campus.
Job Duties
Business Administration and Financial Management: Under the direction of the CSAS Business Officer, this position is responsible for all financial transactions including accounts payable, accounts receivable, budget, purchasing, financial planning, and auditing. This will include reports, financial forms, and submissions to ECU and to the State of North Carolina. This position will also direct the annual revision of departmental policy, procedures, and internal regulations. Participate and assist with long and short-term strategic goals and planning for future growth for the department. Prepare formal recommendations for the Director of Parking and Transportation Services, in a timely manner for the presentation to the Associate Vice Chancellor for Campus Safety and Auxiliary Services. Administer the organization efficiently on a self-supporting budget basis. Serve as the internal resource for financial and budget inquiries. Develop and maintain the 5-year financial plan, which includes capital, maintenance, and permit fee plans. Provide funds for future renovation, repair of facilities, services provided, and sufficient revenue for working capital. Validate all reports, studies, and related analyses associated with the Board of Trustees budget review, fee proposal and approval process. Monitor budget and acquisition of all equipment and material to support each unit. Direct and account for the annual operation of a payroll deduction system for faculty and staff parking services, meter revenue collection and deposit system, and a collection system involving general parking fee revenues and fines. Develop procedures for eliminating all shortages and insures monthly reconciliation. Closely monitors cash and inventory controls (establishes and refines as necessary). Independently perform financial management duties (i.e., the review of remainder of year cost projections, anticipation of future cash expenditures against plans and budgets, and the review of actions to correct unfavorable deviations and/or take advantage of positive situations). Control expenditures through determining needs and evaluating economic advantages/disadvantages. Demonstrate and document the availability of funds to meet projected expenditures and balance revenue against expenses when both are variable. Projects parking fee and fine adjustments required for faculty, staff, students and visitors in 5 year financial plans. Identify financial impact of amounts and timing, presents alternatives to the Director of Parking and Transportation Services. Provide detailed reports and analyses. Project the transit support fee adjustments needed to support the continued operation and growth of the bus and shuttle systems. Establish and maintain accurate and current financial records as outlined by university policy and procedures and/or administrative requirements.
Human Resources Management: This position will serve as the day to day conduit of personnel related duties of the department, including serving as the Parking and Transportation SuperAdmin for ECU’s Kronos Time Keeping, Attendance, and Leave Reporting system for the Parking Department. The position will be responsible for all submission of Human Resource requests regarding posting, hiring, reclassification, termination, salary and any other form required for the Human Resource function. Responsibilities include updating all job descriptions, maintaining staff reporting structure and posting open positions.
Higher-Level Management Support: Independently plan and evaluate department priorities and make necessary adjustments and judgments to meet critical department deadlines and respond to urgent personnel issues. Analyze and interpret policies, identifying alternate solutions when appropriate. Performs special studies, projects and technical assignments delegated by the Business Officer of CSAS or the Director of Parking and Transportation Services. Ensures that the Director of Parking and Transportation does not receive incomplete ideas, voluminous memoranda, and incomplete presentations. Prepares accurate and detailed statements, reports and exhibits. Drafts correspondence for the signature of the Director of Parking and Transportation Services in response to letters to the University Administration regarding parking and transportation issues and concerns. Supports all higher-level management decisions and university positions with full complement of departmental resources.
Other Duties within Campus Safety and Auxiliary Services (CSAS): This position will assist all other CSAS departments as needed regarding any position, payroll or financial matters. Responsibilities for the other departments include, but not limited to, Kronos Super Admin, key deposits, deposit reconciliation, 1Card reconciliations, key PORT requisitions, enter Chrome River expenses and other duties requested by the Business Officer of CSAS.
Minimum Education/Experience
Bachelor’s degree in business administration or a related discipline; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education
Experience in Accounting and Human Resources systems. Experience using financial and information systems to create and update records. Experience with Microsoft Office Suite programs (including Word, Excel, and Power Point).
License or Certification required by the Department
Valid NC Driver’s License.
