The Carlos III National Cancer Research Center Foundation is interested in receiving applications for the position of Scientific Director of the Spanish National Cancer Research Center (CNIO).

The CNIO was founded in 1998 with the mission of developing a comprehensive project of excellence in cancer research.

In 2002, the current building was inaugurated on the Chamartín campus of the Carlos III Institute of Health, with over 12,000 square meters of laboratories and today it is made up of more than 400 researchers distributed among 33 research groups working on different basic, applied and clinical research programs.

The results of the CNIO's scientific activity have made it a world reference for oncological excellence. In fact, it is one of the 10 institutes with the highest scientific research productivity in the world, measured by the quality of its publications in scientific journals of maximum impact.

The CNIO has a distinct international character, as evidenced by the foreign origin of over a third of its research staff and the use of English as a working language.

CNIO GOVERNANCE AND CONTROL.

CNIO is a Public Sector Foundation ruled by a Board of Trustees that carries out the tasks of the governing body and a Delegate Commission that manages the Foundation's scientific, research, teaching and personnel policies in accordance with the criteria approved by the Plenary of the Board of Trustees and monitors the decisions adopted. It also proposes to the Plenary of the Board of Trustees the approval of the criteria for action of the Center regarding these policies and the other competences delegated to it by the Board of Trustees or assigned to it by the Statutes. Thanks to this legal formula, the CNIO has independent management mechanisms that provide it with maximum flexibility in hiring personnel, acquiring equipment and establishing its operational and strategic priorities.

CNIO has a Scientific Direction responsible to the Board of Trustees for its actions and decisions and will work together with the Management in the running of the Institution.

CNIO also has a Scientific Advisory Board, which is composed by prestigious international scientists in the field of oncology research, and is responsible for periodically evaluate the scientific activity of the Center and of each of its Programs. This Committee is consulted to issue recommendations on strategic scientific issues.

RESPONSIBILITIES AND DUTIES OF THE PERSON IN CHARGE OF SCIENTIFIC DIRECTION.

The person responsible for the scientific direction of the CNIO, as established in article 18 of the Foundation's statutes, will be in charge of the following functions:

  • Establish the CNIO's scientific policy and lead its development
  • Propose the incorporation and discontinuation of researchers and research groups at the CNIO
  • Propose the members of the Scientific Advisory Board, in cooperation with the institution's program and research group leaders
  • Submit to the Delegated Commission proposals of action regarding the scientific, teaching and research policy of the Center, prior report of the Scientific Advisory Board, and execute the agreements approved, to this effect, by the Board of Trustees
  • To draw up, for submission to the Plenary of the Board of Trustees, the strategic plan of action and manage its execution
  • Inform the Board of Trustees about the results of the scientific projects
  • Prepare the draft of the annual report of activities
  • Any other function that the Board of Trustees or its President may entrust to him/her
  • Represent the CNIO institutionally

The person responsible for the scientific management of the CNIO will be responsible to report to the Board of Trustees on his/her actions and decisions and will work together with the Managing Director in the management of the Institution.

The person in charge of the scientific direction will ensure the scientific development of the Center and the fulfillment of its strategic objectives, acting proactively in the development of new scientific activities in line with these objectives. In addition to the procedures established by the statutes of the Foundation, he/she may also establish as many operational procedures as he/she deems appropriate, under the supervision of the Board of Trustees, for the effective development of such scientific objectives.

The person in charge of scientific direction will evaluate the scientific proposals of the different CNIO Programs and will propose as many actions as necessary for the optimal execution of the Action Plan. In this sense, he/she will be responsible for the coordination of all CNIO scientific programs.

Likewise, he/she will act in order to maximize the scientific results obtained with the human and technological resources available to the Center. Therefore, he/she will arrange the most appropriate strategies in order to obtain the necessary financial resources for the development of the strategic plan.

SELECTION PROCEDURE

The deadline for submitting applications shall be 40 calendar days from the date of publication of this announcement. The selection process will remain open until the identification of the most suitable candidate; however, the intended goal is to conclude the process within a maximum period of six months from said publication.

The candidatures will be evaluated by a Selection Committee created ad-hoc that will provide a list of recommendations based on the merits provided and the suitability for the position offered. This Selection Committee will be composed of equal numbers, and will be composed by the Secretary of State for Science, Innovation and Universities, who will chair it, by the Director of the Instituto de Salud Carlos III, and by 3 members of national and/or international scientific prestige, appointed by the former.

This Selection Committee will propose to the Board of Trustees of the Foundation, via its Delegate Commission, the most suitable candidate, bearing in mind the strategic objectives of the CNIO and the scientific recommendations received. The appointment of the person responsible for the scientific direction of the CNIO will correspond to the Board of Trustees.

It is required

  • PhD degree in biosanitary research related disciplines.
  • Proven experience of more than ten years in positions of maximum scientific and management responsibility in national and/or international research centers.
  • Excellent leadership skills, interpersonal skills, organizational management and motivation of large size scientific groups.Capacidad para atraer científicos y estudiantes internacionales del máximo nivel.
  • Comprehensive strategic vision to coordinate general and specific scientific objectives with the strategic role of the CNIO at institutional level.
  • Capacity to define the scientific guidelines of a multidisciplinary cancer center and integrate the activity of groups with high diversity: molecular biology, genetics, pathology, drug discovery and clinical research.
  • High level of analytical capacity to develop and implement new projects, technologies and procedures.
  • Excellent relationship, dialogue and communication skills with the stakeholders involved in the development of CNIO's activities: National and International Scientific Community, Public Administrations, National Health System and the Spanish Society.
  • Excellent level of spoken and written English.
  • Full commitment to the CNIO's strategic objective and the foundational aims of the CNIO Foundation, compatible with his/her scientific or institutional responsibilities in other areas.
  • Full working dedication according to the responsibilities and demands of the position as CNIO Director.

It is offered

  • The CNIO's job offer and remuneration will be in accordance with the responsibilities required and the profile offered by the candidate.
  • A 5-year contract with the possibility of being renewed up to 10 years, after evaluation of the fulfillment of objectives.
  • In addition, there is the possibility of having your own research group at the CNIO. The CNIO will provide the necessary financial resources for six members of the research group, the start-up of the laboratory and its regular operation for a maximum of three years.
